Main functions of PTD Management Structure Units

PTD Manager (Technical Coordinator)

PTD Manager:

  • Management and strategic monitoring of the PTD and articulation with the Management Authority of the ON.2;
  • Preparation and follow-up of verification / control actions, either by the Managing Authority, the IFDR or the IGF;
  • Elaboration of PTD situation points based on the analysis and systematization of financial and physical information of the implementation of the PTD;
  • Ensure oversight of the general coordination of the PTT, the EAT and the operational monitoring;
  • Ensure articulation with the Managing Authority of the ON.2;
  • Administrative support for the whole of EAT’s PTD;
  • Ensure the implementation of all the management guidelines emanating from the Managing Authority of the ON.2.

Coordination and Financial Management Unit

  • Transversal support to the PTD Manager, in particular in the preparation of the operations control actions promoted by the Managing Authority, IFDR and IGF;
  • Elaboration of PTD situation points based on the analysis and systematization of financial and physical information of the implementation of the PTD;
  • Coordinate and monitor the PTDs EAT, and report to the Manager all follow-up and coordination;
  • Ensure the correct and efficient financial management of the PTD by preparing periodic reports with financial and physical information on the execution of the PTD, reporting periodically to the Manager.

Unit of Reception and Selection of Applications and of Monitoring the Physical Execution of Operations (3 technicians, 1 being shared with the Monitoring Unit for the Financial Execution of Operations)

  • Support to the Beneficiary for the elaboration of candidacies and its correct instruction;
  • Examination of the degree of instruction of the application procedures and the level of completion of the conditions of access and technical analysis of the applications (assess the acceptability and merit of applications in the light of the criteria);
  • Elaboration of the Technical Assessment Forms;
  • Technical monitoring of the physical execution of the operations (monitoring of the Beneficiary and the physical execution of the operations: internally, for example through the analysis of the execution reports of operations, and externally at the place of regular physical verification);
  • Organization of processes (information dossiers per operation).

Monitoring Unit of Execution Financial Operations (3 technicians, 1 being shared with the Unit of Reception and Selection of Applications and Monitoring of the Physical Execution of Operations)

  • Analysis of eligibility of expenditure submitted by beneficiaries;
  • Verification of the financial execution of the operations: Internally, through administrative verification of payment requests and externally, through the accounting and financial verification at the place of operations;
  • Accounting and financial support.

Segregation of duties

Segregation of duties is guaranteed in the EAT checks. Thus, the technicians of the ‘Unit for Reception and Selection of Applications and Monitoring of the Physical Execution of Operations’ responsible for the analysis of operations do not carry out the procedures associated with the administrative and / or on-the-spot checks of these operations, tasks are carried out in the case of spot checks by a technician with sole responsibility for these functions and, in the case of administrative checks on the seat of presentation of payment applications for the ‘Monitoring Unit of Execution Financial Operations’. Accordingly, technicians with intervention at the level of the analysis of a given operation do not perform the procedures associated with the administrative and / or on-the-spot checks of the same operation.
